Upstate woman charged with unlicensed nursing and theft of patient medication

South Carolina Attorney General Alan Wilson announced that Elizabeth Schlesinger Mullins, 40, of Piedmont, has been arrested by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Mullins was booked into the Greenville County Detention Center on December 23, 2025.

A joint investigation by VAMPF and the South Carolina Department of Health’s Bureau of Drug Control found that Mullins allegedly practiced nursing and used the title “Director of Nursing” without holding an active license from the South Carolina State Board of Nursing. Investigators allege that she continued to represent herself as Director of Nursing at Cherrydale Post Acute in Greenville after her license had been suspended, specifically on June 20 and June 23, 2025.

Further allegations state that while employed at Cherrydale Post Acute, Mullins knowingly stole oxycodone—a Schedule II controlled substance—from another person with intent to permanently deprive them of their medication.

Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”

The Attorney General’s Office will prosecute this case. VAMPF operates under federal regulations to address Medicaid provider fraud; abuse and neglect of Medicaid beneficiaries; and exploitation in assisted living facilities or nursing homes.

VAMPF receives most of its funding from the U.S. Department of Health and Human Services through a grant totaling $2,964,287 for federal fiscal year 2026. The remaining funds come from South Carolina.
