Upstate woman charged with stealing nearly $21K from nursing home resident

South Carolina Attorney General Alan Wilson announced that Crystal Rochelle Walker, a 46-year-old resident of Seneca, South Carolina, has been arrested by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Walker is accused of misusing her authority as power of attorney for a vulnerable adult between January 1, 2022, and October 5, 2023.

According to investigators, Walker allegedly misappropriated about $20,872.70 from the victim’s funds for personal use. The alleged intent was to permanently deprive the victim of these resources. During this period, the victim was living at Seneca Health and Rehabilitation, a skilled nursing facility in Seneca.

The case was referred to VAMPF by the nursing facility. The South Carolina Attorney General’s Office will prosecute the matter.

Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”

VAMPF operates under federal regulations with authority over Medicaid provider fraud as well as abuse, neglect, and exploitation of individuals in assisted living facilities or nursing homes. The unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant totaling $2,964,287 for federal fiscal year 2026. The remaining 25 percent ($988,096) comes from state funds.

The South Carolina Attorney General serves as the state’s chief prosecutor and legal counsel. The office oversees criminal matters, civil litigation, consumer protection efforts—including support services for victims—and works to enhance public safety across South Carolina through published updates and educational resources on its official website. As head of this office, Alan Wilson leads statewide enforcement activities in collaboration with law enforcement agencies and solicitors throughout South Carolina.

The Attorney General also enforces laws related to securities and consumer protection while providing investigations into violations and offering victim support programs statewide (source).
