South Carolina Attorney General Alan Wilson announced that two Latta residents, Sandra D. Moss, 57, and Duane A. Reddick, 61, have been arrested on charges of stealing from a vulnerable adult. The arrests were made by the Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) of the Attorney General’s office.
According to an investigation by VAMPF, between July 19, 2023, and October 31, 2024, Moss and Reddick allegedly conspired to financially exploit a vulnerable adult. Authorities allege that both individuals knowingly misappropriated the victim’s funds and assets for their personal benefit through unlawful means.
Sandra D. Moss was the designated power of attorney for the victim and was responsible for managing their finances and property. She is accused of converting more than $10,000 of the victim’s funds and assets for her own use with intent to permanently deprive the victim.
The case will be prosecuted by the South Carolina Attorney General’s Office.
VAMPF has authority under federal regulations to investigate Medicaid provider fraud as well as abuse or exploitation involving Medicaid beneficiaries in any setting or individuals living in assisted living facilities or nursing homes.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
Funding for VAMPF comes mainly from federal sources. The unit receives three-quarters of its funding from the U.S. Department of Health and Human Services through a grant totaling $2,964,287 for fiscal year 2026; South Carolina provides the remaining quarter at $988,096.
