South Carolina Attorney General Alan Wilson has announced the arrest of James Edward Garvin, IV, a 35-year-old resident of Sumter, S.C. Garvin faces four charges related to the sexual exploitation of a minor. The arrest was made by Internet Crimes Against Children (ICAC) Task Force investigators from the South Carolina Attorney General’s Office. They were assisted by investigators from the Sumter Police Department and the S.C. Department of Probation, Parole, and Pardon, both members of the state’s ICAC Task Force.
The investigation was initiated following a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which directed authorities to Garvin. According to investigators, Garvin distributed and possessed files containing child sexual abuse material.
Garvin was taken into custody on July 9, 2025. He is charged with three counts of second-degree sexual exploitation of a minor (§16-15-405), each carrying a potential penalty of up to 10 years in prison. Additionally, he faces one count of third-degree sexual exploitation of a minor (§16-15-410), also punishable by up to 10 years imprisonment.
The prosecution will be handled by the Attorney General’s Office.
Attorney General Wilson emphasized that all defendants are presumed innocent until proven guilty in court.
