South Carolina Attorney General Alan Wilson announced that Cory Daniel Busbee, a 44-year-old resident of Gaston, South Carolina, has been arrested and charged with exploiting a vulnerable adult. The arrest was made by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Busbee was booked into the Lexington County Detention Center on February 20, 2026.
The investigation found that between March 6, 2023, and October 2, 2024, Busbee allegedly used his authority as power of attorney to access a nursing home resident’s bank account for personal use. Unauthorized withdrawals and purchases totaled about $48,529.25. The victim is legally classified as a vulnerable adult under South Carolina law and resided in a nursing home in Lexington County during the time of the alleged exploitation.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
The case will be prosecuted by the Attorney General’s Office. VAMPF has federal authority to investigate Medicaid provider fraud as well as abuse or exploitation of individuals in assisted living facilities or nursing homes.
The South Carolina Medicaid Fraud Control Unit receives most of its funding from the U.S. Department of Health and Human Services through a grant totaling $2,964,287 for fiscal year 2026; state funds cover an additional $988,096.
