South Carolina Attorney General Alan Wilson announced that Robbie Elise Williams, a 32-year-old resident of Greenville, has been arrested on charges related to the exploitation of a vulnerable adult. The arrest was carried out by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF).
Investigators allege that between June 28, 2024, and November 1, 2024, Williams used her position as the victim’s appointed power of attorney to access monthly Social Security payments intended for the victim. Authorities say she misappropriated approximately $6,980 from the victim’s funds while the individual was living in an assisted living facility in Greenville.
The Attorney General’s Office will prosecute the case. According to federal regulations, VAMPF is responsible for investigating Medicaid provider fraud as well as abuse, neglect, and exploitation of individuals residing in assisted living facilities or nursing homes.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
The South Carolina Medicaid Fraud Control Unit, operating as VAMPF, receives most of its funding—75 percent—from the U.S. Department of Health and Human Services through a grant totaling $2,964,287 for federal fiscal year 2026. The remaining 25 percent ($988,096) comes from state funds.
Williams was booked into the Greenville County Detention Center on January 23, 2026.
