South Carolina Attorney General Alan Wilson announced that Shelby N. Campbell, a 36-year-old resident of Darlington, South Carolina, has been arrested following an investigation by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Campbell was booked into the Darlington County Detention Center on January 14, 2026.
According to investigators, Campbell is accused of exploiting a vulnerable adult between August 17 and August 20, 2024. The investigation found that while employed at an independent living facility in Darlington County, where the victim resided, Campbell allegedly obtained the victim’s bank card information and linked it to her personal Cash App and PayPal accounts. She is accused of initiating unauthorized electronic transfers from the victim’s account for her own benefit.
The victim was a resident of Bethea Baptist Retirement Community and Health Care at the time of the alleged offenses. The facility reported the suspected misconduct to VAMPF and cooperated fully with authorities during the investigation. The case will be prosecuted by the South Carolina Attorney General’s Office.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
VAMPF operates under federal regulations with authority over Medicaid provider fraud as well as abuse, neglect, or exploitation involving individuals in assisted living facilities or nursing homes. The unit receives most of its funding from a U.S. Department of Health and Human Services grant totaling $2,964,287 for federal fiscal year 2026; South Carolina provides additional funding totaling $988,096 for FFY 2026.
