Dillon man charged with distributing child sexual abuse material

South Carolina Attorney General Alan Wilson has announced the arrest of Jay’Zion Jahein Ali Mcinnis, a 24-year-old resident of Dillon, South Carolina. The arrest involves two charges related to the sexual exploitation of a minor. The investigation was conducted by the Internet Crimes Against Children (ICAC) Task Force investigators from the Attorney General’s Office, with assistance from the Dillon County Sheriff’s Office.

The investigation began following a CyberTipline report received from the National Center for Missing and Exploited Children (NCMEC), which pointed to Mcinnis as a suspect. According to investigators, Mcinnis distributed files containing child sexual abuse material.

Mcinnis was taken into custody on July 10, 2025. He faces two counts of second-degree sexual exploitation of a minor under §16-15-405, each count carrying a potential penalty of up to ten years in prison.

The case will be prosecuted by the Attorney General’s Office. In his statement, Attorney General Wilson emphasized that all defendants are presumed innocent until proven guilty in court.

The term “child sexual abuse material” (CSAM) is being used instead of “child pornography” because it more accurately describes these crimes and avoids implying consent by minors involved.
