South Carolina Attorney General Alan Wilson has announced the arrest of Roger Baxter Dobbins, 79, from North Charleston, on a charge related to the sexual exploitation of minors. The arrest was made by Internet Crimes Against Children (ICAC) Task Force investigators with the Charleston County Sheriff’s Office.
The investigation began after a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC) led authorities to Dobbins. According to investigators, Dobbins is accused of distributing files containing child sexual abuse material.
Dobbins was taken into custody on December 9, 2025. He faces one count of sexual exploitation of a minor in the second degree (§16-15-405), which is classified as a felony and carries a potential sentence of up to 10 years in prison.
Multiple agencies assisted in the investigation, including the Attorney General’s Office, North Charleston Police Department, Mount Pleasant Police Department, Charleston Police Department, Summerville Police Department, and Homeland Security Investigations. All are members of South Carolina’s ICAC Task Force.
The Attorney General’s Office will prosecute this case.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
According to the release, child sexual abuse material (CSAM) is now used as a more accurate term than “child pornography,” as it better reflects the abusive nature of these crimes and avoids implying consent by victims.
