South Carolina Attorney General Alan Wilson has announced the arrest of Robin C. Hatley, 61, from Laurens, S.C., for allegedly abusing a vulnerable adult. The incident reportedly took place at Pearl at Five Forks Memory Care Center in Simpsonville, S.C., on June 14, 2025.

The arrest was made by the Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) following a joint investigation with the Greenville County Sheriff’s Office. According to allegations, Hatley, who worked as a caregiver at the facility, struck a resident multiple times on the head, face, and nose. The victim is classified as a vulnerable adult under South Carolina law.

Pearl at Five Forks Memory Care Center reported the incident to authorities and has been cooperating with investigators. The case will be prosecuted by the Attorney General’s Office.

Under South Carolina law, abuse of a vulnerable adult is considered a felony offense and carries penalties of up to five years in prison or fines up to $5,000.

Attorney General Wilson noted that “all defendants are presumed innocent unless and until they are proven guilty in a court of law.”

VAMPF’s responsibilities include investigating Medicaid provider fraud; abuse and neglect of Medicaid beneficiaries; and exploitation of individuals in assisted living facilities or nursing homes. The unit receives 75% of its funding from the U.S. Department of Health and Human Services through a grant totaling $2,889,252 for federal fiscal year 2025. South Carolina provides the remaining 25%, amounting to $963,084 for FFY 2025.
